The first four measures are constructed by a two-measure sequence. The left hand, as accompaniment, features a tremolo of sixteenth-note chord tones followed by a descending progression of two eighth notes. This eighth-note movement in measures 2 and 4 progresses in parallel with the right-hand melody, and when played with slurs, combined with the legato impression of the right hand, it creates a unified movement.
The first four measures are a repetitive progression based on a sequence and do not have a sense of completion on their own. Indeed, it is more cohesive to consider the entire melody as a single unit of eight measures.
