Both hands move in parallel sixths. When both hands move in parallel, one can accompany the other, supporting it to create a beautiful harmony. However, focusing on the scherzo (joke/humor) character here, instead of deliberately creating a beautiful harmony, one could also play by letting each hand 'play' independently (specifically, by having the left hand assert itself actively, not to be outdone by the right hand). If we analyze the first measure harmonically, the right hand plays 'C-E-G' (C major), while the left hand plays 'E-G-B' (E minor). Combined, this forms a chord of 'C-E-G-B-D', described as a major seventh chord (CM7), but if one perceives the right hand's major triad and the left hand's minor triad as clashing, the balance between the hands and the way the sound resonates will likely change.
