First, it is important to remember that the 2/4 time signature implied a rather fast tempo in the Classical period. The opening chord clearly evokes instrumental elements. Imagine an instrumental ensemble, whether an orchestra or a string quartet.
Furthermore, vitality is key. It is more appropriate to play with liveliness, joy, and vigor, rather than a moist, beautiful mood.
Although the score the author is referring to does not contain dynamic markings, the opening should be played forte. Treat measures 2, beat 2, to measure 5, beat 1, as a single phrase. From there to measure 10, you may consider it a different instrumentation, or the same. Playing all eighth notes staccato and short will create lightness, but eighth notes without staccato markings may be played legato.
In the author's personal opinion, it is perfectly acceptable to add staccato to notes that do not have staccato markings.
In the latter half, imagine the rapid movements of strings, such as in the 32nd-note scales.
Consider the piece as an entire instrumental ensemble, and play it joyfully and energetically.
