Normally, it is desirable for variations, unless otherwise specified, to proceed at a consistent tempo from beginning to end without changing it. However, this Air might be considered an exception.
Unlike variations by Handel and others, this set of variations does not feature an increasing number of notes towards the latter half, nor does it have a distinct peak point. If a single tempo were to be maintained throughout, it would likely be set to accommodate sections with many 32nd notes, such as in Variation 3. This could result in an overall slow tempo, potentially leading to a performance lacking in excitement.
If possible, Variation 5 (the final variation) is where the tension should be highest. Therefore, slight tempo variations might be permissible. Variation 5 should ideally be played at a relatively brisk pace.
Another point of focus is the presence of numerous 'passing tones' and 'suspensions' on strong beats throughout the piece. Variation 1 is a continuous sequence of these. These non-harmonic tones should be played just slightly louder than their subsequent resolution notes (or, in other words, the resolution notes should be played softer).
